Community Choice Energy Subcommittee
Appointed Council Members: Mayor Catherine Blakespear and Councilmember Joe Mosca
Environmental Commissioners: James Wang and Christian Adams
The purpose of the Community Choice Energy (CCE) Subcommittee is to establish a CCE program for Encinitas. A CCE could offer Encinitas residents and businesses a choice in energy supply, including greater options for cleaner electricity sources.
The City of Encinitas completed a draft CCE Technical Feasibility Study in partnership with the cities of Carlsbad, Del Mar, and Oceanside.
- February 20, 2019: Encinitas City Council received the draft study and authorized staff to conduct a joint public meeting sharing the study with residents and businesses of the four cities. City Council also approved a FY18-19 budget amendment to conduct a CCE Governance Analysis. The additional study will evaluate the current CCE governance options available and assess the merits of each.
- March 21, 2019: A multi-city public meeting on the draft study was held in Carlsbad with a turnout of over 40 participants.
- April 17, 2019: Encinitas City Council accepted the CCE Technical Feasibility Study as complete and directed staff to pursue the formation of a CCE Program. Council also approved funding for legal services to support staff efforts in the formation process.
City staff are currently completing the Governance Analysis to evaluate the City's CCE formation options.
