The Capital Improvement Section plans, designs, and administers engineering contracts for City and subsidiary district capital improvement projects, including those that are State and Federally funded.
Typical City capital improvement projects include street improvements, drainage improvements, sewer improvements, annual street maintenance programs, fire, facilities, and park and recreation facilities. Staff provide assistance to other City departments in reviewing improvement plans for City facilities and the construction of new City facilities. Staff also provide assistance to other City departments when time-sensitive engineering reviews are needed. Staff in this Section also assist the Inspection Section in administering construction contracts on City projects.
Staff represent the City at SANDAG sub-committees, and at the Regional Standards Committee assisting in developing the County of San Diego Regional Standard Drawings. Staff in this Section are coordinating with CALTRANS relative to the future widening of Interstate 5.
In addition, the Section is responsible for monitoring potential outside funding and grant opportunities and for completing applications necessary to compete for the award of those funds to the City’s projects. The Section has been successful in securing several grants, such as: San Diego Vector Control Grant, Safe Routes to School Projects, Community Development Block Grants, State Water Resources Board Prop 84 Grants, and a FEMA Hazard Mitigation Grant for the El Camino Real Channel improvement project.
