The purpose of the Community Choice Energy (CCE) Subcommittee is to establish a CCE program for Encinitas. A CCE will offer Encinitas residents and businesses a choice in energy supply, including greater options for cleaner electricity sources.
On September 11, 2019, City Council approved the formation of a CCE Joint Powers Authority with the Cities of San Diego, Chula Vista, Imperial Beach and La Mesa. The Council appointed Joe Mosca as our primary CCE JPA Board Member and Mayor Catherine Blakespear as the alternate.
The inaugural Board meeting of the San Diego Regional Community Choice Energy Authority (temporary name) will be held on:

- February 20, 2019: City Council received the draft Technical Feasibility Study and directed staff to conduct a Governance Analysis.
- March 21, 2019: A multi-city public meeting on the draft Feasibility Study was held in Carlsbad with a turnout of over 40 participants.
- April 17, 2019: City Council accepted the final Technical Feasibility Study and directed staff to pursue the formation of a CCE Program. Council also approved funding for legal services to support the CCE formation process.
- September 11, 2019: City Council approved the formation of a CCE program with the Cities of San Diego, Chula Vista, Imperial Beach and La Mesa.
