As part of the implementation of the City’s Climate Action Plan (CAP), draft Ordinance 2020-04 has been prepared to address the following CAP City Actions:

BE-3: Adopt Higher Energy Efficiency Standards for Commercial Buildings

RE-3: Require Commercial Buildings to Install Solar Photovoltaic Systems

The proposed ordinance would establish energy efficiency and solar energy requirements for certain commercial, multi-unit residential, and hotel/motel buildings. If approved by Council, the requirements will be applicable to new buildings and building alterations of a certain size when requesting a building permit.  The draft ordinance was determined to be cost effective according to two state-approved cost effectiveness studies.

Public Comment Period

After the draft ordinance was developed and determined cost effective, the City held a public comment period from March 27 to April 17, 2020, allowing residents and business owners to learn about the proposed ordinance and provide feedback. Notification of the public comment period was posted on the City's website, social media, and sent to interested parties via email. In response to the comments received, the City decided to hold a virtual public meeting to allow additional opportunity to get questions answered and provide input

Virtual Public Meeting

To provide the public, developers, and businesses with more clarification on draft Ordinance 2020-04, a virtual public meeting was held via Zoom on Monday, June 15, 2020. In the meeting, City staff and consultants shared the ordinance's relation to the Climate Action Plan, summarized the ordinance requirements, and explained the cost effectiveness analysis.  At the end of the meeting staff and consultants addressed questions from the audience.  Resources from the meeting are provided below:
