A City Council hearing to consider the final Leucadia Streetscape project Design Review Permit, Coastal Development Permit, amendments to the General Plan, North 101 Corridor Specific Plan and Local Coastal Program, and Environmental Impact Report with associated findings of facts, Statement of Overriding Consideration, and Mitigation Monitoring and Reporting Program. A second reading is scheduled for April 18, 2018.     Agenda Report (See Item 10A)

The Planning Commission unanimously provided a recommendation to City Council to approve the Design Review Permit and Coastal Development Permit, certify the Environmental Impact Report, adopt the findings of facts, adopt the Statement of Overriding Considerations and adopt the Mitigation Monitoring and Reporting Program, and adopt the Ordinance amending the General Plan, North 101 Corridor Specific Plan and Local Coastal Program.     Agenda Report (See Item 8A)

Draft Environmental Impact Report released for public comment. The comment period closed on January 16, 2017.

October 8, 2015
The City hosted an Environmental Impact Report Scoping and Citizen Participation Meetings, held back-to-back at the Encinitas Community and Senior Center. The meeting included the presentation of proposed revisions to the project for off-street parking areas and a crosswalk at the southern leg of the Leucadia Blvd/North Coast Highway 101 intersection. The meeting also included an opportunity for the public to provide input and/or comments on the scope of the EIR. Draft 30% Plans were provided at the meeting for public review.

Notice of Preparation Comment Period Ended 6:00 PM on Thursday, October 29, 2015; due to the time limits mandated by state law, public input and responses for the EIR scope are no longer being accepted after this date.

The EIR prepared for the proposed project analyzed the environmental effects of the project and focused on aesthetics, hydrology/water quality, land use, public services and facilities, and transportation/circulation. Other required sections of CEQA were addressed including cumulative impacts and project alternatives.

April 8, 2015
City staff presented an update to City Council at their regularly scheduled meeting. City Council authorized staff to move forward with a refined Plan 4A concept plan.     Agenda Report

Open House Exhibits: The City hosted an informational open house at the Encinitas Library, providing an opportunity for the community to learn how the concept level plans approved in 2010 are being transformed into engineering plans that will be utilized for the construction of Phase 1 of the streetscape project.  Please click on the links below to view the exhibits provided at the workshop:

September 11, 2013
City Council authorized the Director of Engineering & Public Works to enter into agreement with RBF Consulting to provide professional design services for Refined Phase 1 of the North Coast Highway 101 Streetscape Project, which also includes the roundabout at La Costa Avenue. Design efforts and engineering plans are being prepared in order to initiate the environmental phase of work.

The City completed the irrigation and planting of 101 trees along the North Coast Highway 101 Corridor.

December 15, 2010
At the City Council Meeting, staff presented phasing options for a Refined Phase 1 of the project plan, which includes all project elements along North Coast Highway 101, between A Street and North Court.  Refined Phase 1 also includes a roundabout at El Portal, as well as a roundabout at La Costa Avenue, with focus on walkability, the tree canopy, and traffic calming measures.  Council directed staff to move forward with implementation of the Refined Phase 1 for the improvements associated with Plan 4A for the North Coast Highway 101 Streetscape Project as summarized below. A Street to North Court Implement/construct all the improvements associated with the approved concept plan/Alternative 4A from A Street to North Court.
La Costa Roundabout Construct the roundabout at La Costa Avenue.

Hawk Pedestrian Crossings
Install the infrastructure to accommodate the future Hawk Pedestrian Crossing signals concurrent with construction of any other improvements.
Road Diet Striping Stripe the Northbound Traffic lanes with a Road Diet – extending from North Court to Bishop’s Gate (Sea Bluff entrance).
Tree Plantings Provide tree plantings and irrigation systems where possible without conflicting with future phases of work.
Grandview Avenue Roundabout Initiate discussions with NCTD to obtain authorization for encroachment into NCTD right-of-way.


January 13, 2010 
The project was presented to the City Council on January 13, 2010.  Staff and the project consultant gave an overview of the entire process, the project plan alternatives, emergency response and the traffic analysis. Dan Burden, a walkable communities and project facilitation expert, was also in attendance to present traffic calming concepts and design criteria.  Council directed staff to move forward with Plan 4A as the preferred alternative and initiate the required discretionary permit process including an amendment to the General Plan, Local Coastal Program and the N101SP.  Council also directed staff to evaluate the project phasing and return with a refined Phase 1 that focuses on walkability, the tree canopy, and traffic calming measures.     Agenda Report     Video
