There are two designated residential parking permits areas in the City of Encinitas:
- Zone B (Sea View Court, Pacific View Lane)
- Zone C (Seacrest Way)
Up to 3 guest permits per address
No limit on the number of purchasable resident stickers, with proof of registration
Forms can be submitted electronically to [email protected] and permits will be mailed to your residence. For immediate assistance, documentation can be submitted in person at the Engineering Counter at City Hall.
The process to obtain a residential parking permit is as follows:
Step 1 – Submit Request: Submit permit application, proof of residency documentation, and make permit type selection.

Proof of Residency:
- Provide a copy of a valid I.D. (scan or photo of I.D. or driver’s license); and
- Proof of residency on Pacific View Lane, Sea View Court, or in the Saxony Village or Essex Heights apartments
Proof of residency may include: a valid California ID with qualifying address, any utility bill or rental agreement from a qualifying address. For residential permits DMV registration is required.
- Residential Permit: Sticker
For residential permits please provide the make, model, year, and license plate number on your application
- Guest Permit: Hanging placard for review mirror (transferable)

Step 2 - Verification
Residential parking permits cannot be issued until documentation is verified. It may take up to three business days to receive the application and verify documentation. Once the application has been verified, you will be notified and may proceed to step 3.
Step 3 – Payment
Cost for each permit is $5.00.
Payment processing instructions will be provided along with your notification of verification approval.
Step 4 – Permits Issued
Once payment has been confirmed, your residential parking permit will be sent via U.S. mail. Please note it may take up to 3 business days for delivery.
