The Leucadia Streetscape Project originated as a vision to preserve and revitalize the North Coast Hwy 101 Corridor in 2008.  In Fall of 2020, the first of a series of construction contracts was awarded to implement the vision that began over a decade ago.

  • New Underground Storm Drain & Bioretention Improvements to Address Historic Flooding Issues

PROJECT FACT SHEETS (PDFs):

Active construction for the El Portal Undercrossing and Leucadia Streetscape Phase 1 projects is on schedule with an anticipated completion date in early-summer 2022.  Construction of the sidewalks on the west side of Highway 101 completed in April 2022, starting at the south end of the project near Marcheta St. and working north towards Basil St.  After that, the El Portal roundabout construction began followed by the planting of the iconic Torey Pine Tree in the center. Final asphalt paving and striping work between Encinitas Blvd. and Basil St. is coming in May 2022. Once the paving and striping are complete the new roundabout at El Portal St. will be opened to traffic. Street furniture, including benches, chairs, tables, bike racks, and trash and recycling bins, will be installed along the project corridor in June 2022. Outreach to the business owners is ongoing.
