Encinitas, CA – As the COVID-19 situation continues to rapidly change, the City of Encinitas is adjusting in-person services and will continue conducting business over the phone and online.

City Council Special COVID-19 Meeting and City Council Regular Meeting Wednesday, March 18, 2020

The City Council will be holding a special meeting at 5 p.m. on Wednesday before the City Council meeting to ratify the Local Emergency Proclamation issued yesterday by the Director of Emergency Services.

The next regular Encinitas City Council meeting will be held on Wednesday, March 18 at 6 p.m. You are encouraged to take advantage of the live streaming option to view City Council meetings from home, accessed at the following link: https://encinitasca.gov/Government/Agendas-Webcasts. The City is implementing social distancing measures.

If you prefer not to attend in person, you can submit your comments on any agenda item, including oral communications, via the City’s new Online Agenda Comment Form.  This form is a fillable PDF and when submitted goes directly to the City Council and City Clerk.  The City Clerk will read the comments received at the City Council meeting and the form will be added to the official record.  Information on this form is a public record and all forms must be received by 3 p.m. on the date of the meeting.  The form is located on the City's Agendas & Webcasts webpage (see top of the page for link).  For more information, please contact the City Clerk’s Department at (760) 633-2601 or  email the City Clerk at [email protected]

City Customer Service Counters

The City’s customer service counters will be temporarily closed starting Wednesday, March 18 at 7:30 a.m. You can visit the City’s Customer Self Service (CSS) webpage for access to forms and virtual assistance at https://portal.encinitasca.gov/CustomerSelfService#/home or call CSS Support at (760) 633-2708. For access to services over the phone, you can reach Encinitas Building Division at (760) 633-2730, and Encinitas Planning Division at (760) 633-2710.

Senior Programs Updates

The City is adjusting its Out and About Program to medical appointments only. The City is encouraging seniors to email [email protected] or call (760) 943-2221 if they need other assistance from the Program staff. This hotline and email will be checked on a regular basis, and staff and volunteers will work to help connect seniors to resources to meet their individual needs. Please note, this is not an emergency number.

Additionally, the hours for senior nutrition meals pick up has changed. Seniors may pick up their meals between 11:30 a.m. and 12:30 p.m. at the Community and Senior Center located at 1140 Oakcrest Park Drive, between Encinitas Blvd. and Balour Drive. To protect their health, seniors should remain in their cars and line up for curbside pickup. Meals are also being delivered to seniors that would like that service. The Program has received an outpouring of offers to volunteer, which has been much appreciated. At this time, no more volunteers are needed, and we will keep you updated on any future needs.

Library Shifting to Curbside Pickup

Libraries are going to curbside pickup to help County residents practice social distancing to stop the spread of coronavirus and still enjoy all the library books, digital magazines, music, movies, and other materials. Starting Wednesday, March 18, County patrons can use the library’s online catalog or call their branch libraries to place book orders and pick them when the material is ready up at the curbside console between 9 a.m. and 4:30 p.m.

Under the guidance of the CA Department of Public Health and San Diego County’s Public Health Officer, all events, programs, meetings, and classes that take place in the library are canceled through the end of April.

On Tuesday, March 16, the San Diego County Public Health Officer issued amended orders and emergency regulations in response to the COVID-19 situation in San Diego County. The County is offering text messaging service for real-time updates on the COVID-19 situation. You can text COSDCOVID19 to 468-311 to receive these mobile updates.
