Summary of the Draft Climate Action Plan
The draft CAP builds upon the 2011 CAP in several ways. The draft CAP provides an update to the greenhouse gas (GHG) emissions inventory and forecast using more current data and proposes emissions reduction targets for 2020 and 2030 that are consistent with state climate action guidelines. The emissions reduction measures from the 2011 CAP were significantly reworked into quantitative city actions and qualitative supporting measures that aim to meet the proposed 2020 and 2030 GHG reduction targets. City actions and supporting measures were developed by assessing the current applicability and relevance of the 2011 CAP reduction measures, evaluating public ideas to reduce emissions, and by incorporating Environmental Commission CAP update recommendations. A basic implementation plan and a more thorough chapter addressing climate adaptation are also included in the draft update.
