Leucadia Streetscape Project Update

Street closure: Marcheta Street closed for improvements through Friday, Dec. 10

The Marcheta Street intersection with N. Coast Highway 101 will remain closed for road improvements and reconstruction through Friday, Dec. 10. Construction crews will be elevating the road to match the grade of the new N. Coast Highway 101 pavement. Access for businesses and residents will be maintained at all times during the work.


Leucadia Streetscape Team continues west side Improvements from El Portal Street to Basil Street starting Dec. 6

The Leucadia Streetscape project team will begin construction between El Portal Street and Basil Street on Dec. 6. Construction is anticipated to last approximately 2 to 3 months and will remove west side parking. New parking is available in the parking pods located on the east side of N. Coast Highway 101. Construction work includes demolition, grading, installation of curbs, gutters, sidewalks, driveways, asphalt pavement, street parking, underground utilities, street lighting, irrigation and landscaping.

Once construction is completed on the sidewalks, project crews will shift to build the highly anticipated roundabout at the intersection of El Portal Street and N. Coast Highway 101. Phase 1 of the Leucadia Streetscape project is anticipated to be completed late Spring 2022.

Construction alert: Paving and traffic striping on N. Coast Highway 101 planned to begin the week of Dec. 6th

The Leucadia Streetscape project team will place new pavement and traffic striping along N. Coast Highway 101 between Encinitas Boulevard and El Portal Street late next week. 

What to expect

This work will restore the roadway pavement since the storm drain improvements are complete. No roads will be closed and the current traffic flow will be maintained with minor delays. Construction-related noise is anticipated while crews complete the work. 

During the day, flaggers will be at the business entrances as needed to help customers and delivery trucks safely navigate through the construction. Customers and deliveries for ChiKo and Encinitas Surfboards will need to park in the dirt area north of the building. Access to the parking area will be granted by a flagger stationed at the Lofty Coffee driveway. Drivers will be directed behind the building to access parking. Access directly into the lot from N. Coast Highway 101 will not be allowed as construction equipment will be working within this zone.


Upcoming work: Sidewalk improvements between Marcheta Street and El Portal Street starting Monday, Dec. 13

Starting Monday, Dec. 13, sidewalks will be closed along the west side of N. Coast Highway 101 between Marcheta Street and El Portal Street for demolition and construction of new Streetscape sidewalks and other improvements. Access to businesses will be maintained during this time. Businesses should expect noise and vibrations during the demolition work. Pedestrians traveling through the area will be able to walk in a dedicated space along the newly paved road adjacent to the sidewalk. 

Please obey all construction signs in the area and travel safely and slowly through the construction area. We thank you and the community for your cooperation and patience during construction.


Project progress update

The project team installed and energized 14 out of 19 new decorative street lights on the east side of N. Coast Highway 101 this week. The remaining five lights on the east side will be installed upon completion of the El Portal undercrossing and roundabout construction. The project includes another 26 decorative street lights to be installed on the west side of N. Coast Highway 101 once the new curbs, sidewalks and parking areas are completed. A total of 45 new decorative street lights will be installed within Phase 1 upon project completion.
