Homeless Outreach Program for Empowerment (HOPE)

In 2019, City Manager Karen Brust reached out to County Supervisor Gaspar, Executive Director John Van Cleef of Community Resource Center (CRC) and Sheriff Captain Herb Taft to explore establishing a Homeless Outreach Team in the City of Encinitas for a one-year pilot program.  On October 23, 2019, City Council approved participation in the homeless outreach pilot program with the County of San Diego, San Diego County Sheriff’s Department, and Community Resource Center, named Homeless Outreach Program for Empowerment (HOPE). County Supervisor Gaspar worked with the County of San Diego Health and Human Services Agency (HHSA) to  allocate a full-time social worker to be dedicated to the efforts of the HOPE team.

The HOPE pilot program teams a Sheriff’s Deputy from the Community Oriented Policing and Problem Solving (COPPS) with a HHSA social worker to make contact with individuals experiencing homelessness in Encinitas and connect them with various resources to assist them in finding permanent housing. The program commenced in June 2020. JFS Safe Parking Program

According to JFS, the Safe Parking Program provides a safe environment for unsheltered homeless living out of their vehicles while offering resources and services to help them stabilize and transition back into permanent housing. The program includes parking spaces for up to 25 vehicles on an existing parking lot on Leichtag Commons that would be available from 6 p.m. to 7 a.m. seven days a week. It is managed by four staff, who offer on-site support for services, and overnight security will be provided on site. Program participants will be pre-screened at an offsite location, and walk-ins/drive-ins will not be permitted. Click here for FAQ on the proposed safe parking program. 

On Nov. 20, 2019, JFS presented the proposed Safe Parking Program to the Encinitas City Council. At that meeting, staff was directed to prepare the necessary agreements to allow the Safe Parking Program for the City Council to review at a future meeting.

On January 14, 2020, the City of Encinitas hosted a public forum to discuss the proposed Jewish Family Service (JFS) Safe Parking Program. During the forum, City staff provided information on the proposed program. Click here for additional questions and answers received regarding the program.

Opening Doors Encinitas 

On April 27, 2016, the Encinitas City Council approved a one-year pilot project for the local implementation of Opening Doors. Opening Doors funding was renewed for a fifth year on June 24, 2020 for the FY 2020-21. With the City's support of $118,700 in General Funds, CRC has been successful in administering Opening Doors and exceeding the annual program goals. Opening Doors is a program aimed at assisting those experiencing homelessness secure permanent housing. Employing the Housing First model, Opening Doors pairs homeless households with a housing navigator. The housing navigator conducts a standardized assessment, determines an appropriate housing solution, identifies available resources, and helps find and secure permanent housing.

District 76 Homeless Prevention and Intervention Fund (HPIF)

The District 76 Homeless Prevention and Intervention Funds (HPIF) were approved and included in the July 1, 2019-20 Governor’s Budget, “One million dollars to fund each Encinitas, Carlsbad, Oceanside, and Vista with $250,000 each for homeless prevention and interventions services – in partnership with the Community Resource Center.” The one million dollars included in the 2019 State Budget is to expand and fill in gaps in homelessness intervention and prevention services. On May 20, 2020, the City Council authorized the City Manager to enter into and execute an Agreement with the State accepting the funds. The priority objective for District 76 HPIF is to end homelessness in Encinitas, assessing each individual or household currently homeless or at risk of imminent homelessness in Encinitas or with ties to Encinitas. Households will be matched to housing resources paired with right-sized supportive services. CRC will serve all who are homeless in Encinitas, including individuals, families, seniors, youth, veterans, chronically homeless, and other subpopulations. Measurable action items include the following:

Assessment – CRC will engage all households experiencing homelessness and those who are at imminent risk of homelessness within the City of Encinitas as identified as a result of both in-reach and outreach activities as well as via referrals from community partners. CRC will assess the households for Program eligibility as well as eligibility for alternative and supplemental homeless dedicated resources throughout the County of San Diego, connecting them with the most appropriate interventions.

Diversion – Focus on crisis resolution strategies to prevent households from entering into homelessness or shelter to utilize alternative problem-solving options outside of the homeless system.

Prevention – CRC will provide homelessness prevention assistance to at least thirty (30) households at imminent risk of homelessness, prioritizing seniors, veterans, and families. CRC will match flexible funds for housing and supportive assistance to be provided based on each household’s need, reserving the steepest service interventions for those most in need.

Placement – Using a Progressive Engagement and Housing First model, CRC will facilitate the placement of at least ten (10) households into permanent housing, prioritizing seniors, veterans, and families. CRC will also match flexible funds for housing and supportive to all eligible households in this Program and/or the Opening Doors Program to be provided based on each household’s need, reserving the steepest service interventions for those most in need. This is intended to be an expansion of the Opening Doors program and provides more flexible funding for housing placement such as rental assistance, landlord incentives, and utility deposits. Opening Doors and the District 76 HPIF programs have a combined goal for 42 placements in permanent housing.

Stabilization – CRC will conduct follow-up stabilization assessments with all recipients at six (6) and 12-month intervals to ensure continued housing stability and provide case management services as needed.

The funds will be provided for a Housing Navigator, Case Managers, and other resources to link low-income and homeless households to available housing resources. Additionally, the allocated funds are to be used for flexible funds such as rental assistance, move-in support, utility assistance, motel vouchers, employment assistance and transportation assistance for at-risk households.
