The Community Development Block Grant (CDBG) Program is a federal housing and community development program administered by the Department of Housing and Urban Development (HUD). The City of Encinitas is an entitlement jurisdiction, which means the City receives a CDBG grant annually to assist with housing and community development activities.

Applications are available beginning on January 14, 2022, and due by February 7, 2022.
Available FY 2022-23 CDBG funding is estimated at $298,735 in the following categories:
- Public Services (15 percent of grant) $50,375
- Fair Housing Services $20,000
- Facility or Public Improvements and Other $228,360
