PROJECT STATUS

In August 2023 staff prepared an updated conceptual cost estimate and an exhibit to begin the design and permitting for this project.  30% Design was complete in November 2023.   A Neighborhood Citizen Participation Program (CPP) public meeting was held on February 26, 2024. 
The project has undergone multiple scope of work changes. The 90% design completion is now expected in early 2025 after which staff will finalize and submit a planning application reflecting all the changes for discretionary and environmental permitting.   Staff has been actively pursuing grant funding opportunities to help fund the construction phase of this project.   

BACKGROUND

This project will improve mobility and safety on La Costa Avenue from Vulcan Avenue to the I-5 south bound on-ramp and the northern end of N Vulcan Ave.  On La Costa Ave the project will construct a decomposed granite pedestrian path along the south side of the street and create a bicycle buffer lane.  The result will be approximately 0.5 mile of 4-foot-wide decomposed granite pedestrian path and twelve new ADA compliant curb ramps. 

On N Vulcan Ave the project will construct approximately 135-ft of concrete curb, gutter, and sidewalk to connect the end of public improvements from a nearby development up to the intersection of N Vulcan Ave and La Costa Ave.
