PROJECT STATUS

Construction of the building rehabilitation began in December 2022 and was completed in in June 2024. A Notice of Completion was accepted by City Council on June 26, 2024.  Additional work for pavement repair, minor landscaping and interior furnishings were added to the project before the grand opening event, which took place on August 6, 2024. 

ABOUT THE PROJECT   

In August 2015, a Rehabilitation and Re-Use Study was completed for the Pacific View Site.  In May 2021, a comprehensive update to the property assessment was conducted to examine existing conditions, reconstruction options, pros and cons and associated costs. The assessment identified deficiencies, recommended repairs and improvements, and identified the estimated costs for four proposed layout options.  On February 16, 2022, City Council considered the updated assessment and directed staff to provide a proposal and timeline for a Cultural Arts Center at the Pacific View site.  Project design was completed and approved in September 2022.  Project construction began in December 2022 and was completed in June 2024.

The site and building improvements included replacing the existing roofing, electrical panels, wiring, restrooms, light fixtures, ceilings, glass, doors, frames, finishes, new fire sprinklers and structural upgrades.  ADA improvements to the building were made ADA to meet California’s Standard Title 24 Building Code requirements, Climate Action Plan Measures and local building codes for energy efficient mechanical equipment, which includes an all-electric design.

  • Rehabilitation and preservation of the mid-century school building characteristics; including preservation and restoration of the original steel framed windows. 

  • Hazardous materials abatement and Mechanical, Electrical and Plumbing (MEP) and Utility upgrades. 

  • Building improvements to meet ADA compliance, California Standard Title 24 Building Code requirements and Climate Action Plan Measures and local building codes for energy efficient mechanical equipment, including an all-electric design. 

  • Public Electric Vehicle (EV) Charging stations.

  • Expanded educational facilities and programs to serve the Encinitas community, with grand opening in Summer 2024.
