VIRTUAL MEETING FORMAT

In the interest of public health, and consistent with the provisions of Assembly Bill361 (AB 361) and related resolutions adopted by the City of Encinitas City Council, the City of Encinitas is temporarily taking actions to mitigate the COVID-19 pandemic by holding all public meetings electronically.

All public meetings will comply with public noticing requirements in the Brown Act and will be made accessible electronically to all members of the public seeking to observe and participate.

TROUBLESHOOTING YOUR HOME SETUP FOR VIRTUAL MEETINGS

HOW TO PARTICIPATE

VIA ZOOM:

  • Join the Zoom webinar from a PC, Mac, iPad, iPhone or Android device using the Zoom App: * Link & Meeting ID Available in Agenda
  • Join using “Computer Audio” or Device Audio if on a mobile device
  • Raise your hand when the clerk calls for speakers for the item you wish to comment on
    • If using Zoom on a mobile device, press the screen once to show the "Raise Hand" feature
  • Unmute yourself when called on by the clerk

VIA PHONE:

  • Call: 1-720-707-2699 and enter Meeting ID: (MEETING ID AVAILABLE IN AGENDA).
  • Press *9 to raise hand when the clerk calls for speakers for the item you wish to comment on.
  • The clerk will then call on the last three numbers of your telephone number.
  • Press *6 to unmute yourself to speak.
  • Each speaker is allowed three (3) minutes to address the City Council/Commission.  Please be aware that the Mayor/Chair has the authority to reduce equally each speaker’s time to accommodate a larger number of speakers.
  • All comments are subject to the same rules as would otherwise govern speaker comments at the meeting. Speakers are asked to be respectful and courteous.  Please address your comments to the Council/Commission as a whole and avoid personal attacks against members of the public, elected officials, and city staff.   
     

IN WRITING:

To submit a comment in writing, email (APPROPRIATE EMAIL AVAILABLE IN AGENDA) and include the agenda item number and/or title of the item in the subject line. If the comment is not related to an agenda item, indicate Oral Communication in the subject line.  All e-mail comments received by 3:00 p.m. on the day of the meeting will be emailed to the City Council members and made a part of the official record.  Please note, e-mail comments received prior to the meeting WILL NOT be read at the meeting

IN THE EVENT A QUORUM OF THE CITY COUNCIL/COMMISSION LOSES ELECTRICAL POWER OR SUFFERS AN INTERNET CONNECTION OUTAGE THAT IS NOT CORRECTED WITHIN 15 MINUTES, THE MEETING WILL AUTOMATICALLY BE ADJOURNED. ANY ITEMS NOTICED AS PUBLIC HEARINGS WILL BE CONTINUED TO THE NEXT REGULARLY SCHEDULED MEETING OF THE CITY COUNCIL/COMMISSION. ANY OTHER AGENDA ITEMS THE COUNCIL/COMMISSION HAS NOT TAKEN ACTION ON WILL BE PLACED ON A FUTURE AGENDA.
