Public Records
The City Clerk, acting as the official Custodian of Records for the City of Encinitas, coordinates Public Records Requests and is responsible for maintaining all official City records in compliance with State, Federal and local regulations.
The California Public Records Act (Government Code Section 7920.000 et. seq.) requires the City to respond to a request for public records within 10 calendar days of the request. The City Clerk’s Department will handle all requests and determine whether the request, in whole or in part, seeks copies of disclosable records and will promptly notify the requestor of its determination and the reasons thereof.
In unusual circumstances, it may be necessary to request an extension to provide a determination. In addition, in some circumstances, the City may determine that your request should be denied based on a determination that the record being sought is “exempt” from public disclosure. These exemptions include, but are not limited to: records pertaining to pending and on-going litigation to which the City is a party; attorney-client work product; and petitions for initiatives, referendums, and recall.

E-Zoning
This map allows you to search for an address or navigate to a parcel to find detailed zoning information for that property. The information provided includes zoning designation and description, density limits, height limits, and setback requirements among others. Special overlay zones that fall within the selected property are also shown. A printable summary report for the selected property can then be generated.
Engineering Plan Index Viewer
This interactive map offers users the ability to zoom in, search for addresses, and click on specific locations. When a location is clicked, the user is presented with a list of engineering drawings or grading and improvement drawings that have affected that particular area. The extent of the impact is clearly outlined for better understanding. Moreover, users have the option to view the actual image of the drawing and navigate through all its pages.
City Projects
This map shows City projects, regional Capital Improvement and large-scale Traffic Engineering projects that are currently or soon-to-be in Planning/Design or Construction. Projects mapped are associated with City Council's strategic priority focus areas: 1. Attain a legally compliant Housing Element; 2. Make the rail corridor a better neighbor; 3. Improve connectivity and mobility for all users; and 4. Promote green initiatives and protect natural resources.
Permits, plans, applications
Through the Customer Self Service site, you can utilize the "Search" tool to find permits, plans, and applications. This site grants access to a wide range of resources, including building plans, diagrams, designs, and more.
Plot Plans, Maps
Through this interactive map, you can access a wealth of information including location details, parcel information, and land-related data.
Public Records Request Procedure
To expedite your request and ensure the appropriate documents are provided efficiently and promptly, requests must provide clear and specific description(s) of the information you are requesting. Please provide dates, times, addresses, subjects, titles etc. as appropriate to your request.
Statements of Economic Interest, Form 700
These forms are public documents and may be viewed at the City Clerk’s Department during regular business hours. Also available are the Form 700 filings for the current Mayor and Council Members.
Campaign Disclosure Statements, Form 460/470
These forms are filed semi-annually and during pre-election periods, are public documents and may be viewed at the City Clerk’s Department during regular business hours. Available electronically are the Form 460* filings for the Mayor, Council Members and open committees.
*The addresses of private citizens have been redacted to insure privacy provisions when posted on the web. Statements of Economic Interest and Campaign Disclosure Statements are public records and are available unredacted for review in the City Clerk’s Department during regular business hours. Copies are available upon request for a fee of .10 cents per page.

The City Clerk’s Department is located at Encinitas City Hall, 505 S. Vulcan Avenue, Encinitas, CA 92024, (760) 633-2601. Regular business hours are Monday – Thursday, 8:00 a.m. – 5:00 p.m. and alternating Fridays 8:00 a.m. to 4:00 p.m.
