The City Attorney represents the City of Encinitas and the San Dieguito Water District. The City Attorney advises the City Council, City Departments and City Commissions regarding legal matters of concern to the City and its operations.
The City Clerk serves as the Legislative Director for the City and is responsible for permanently recording the decisions made at each City Council meeting. As the key staff for City Council meetings, the City Clerk prepares agendas and minutes, posts and publishes legal notices, and completes the necessary arrangements to ensure a successful and effective meeting.
The City Manager’s Office is responsible for City Council agenda planning, development of City-wide policies and procedures, regional government coordination, economic development, legislative tracking, public relations, citizen assistance, law enforcement contract administration, resource allocations and special projects management.
The Development Services Department consists of both the Engineering and Planning Divisions. The Engineering Division includes four functional sections; Capital Improvement, Inspections, Stormwater and Traffic Engineering. The Planning Division includes six functional sections; Advanced Planning, Building Permits, Code Enforcement, Housing Resources, Land Development, and Regulatory Permits. The Planning and Engineering Divisions work together as the Development Services Department to enhance the style and character of Encinitas by balancing growth, preservation and conservation for those who live, work and play in our community.
The Finance Department manages the City and Districts' fiscal resources in order to protect and enhance their financial positions. This Department must also assure that adequate resources are provided for City and District Services.
Parks, Recreation & Cultural Arts
The Parks and Recreation Department is responsible for a wide range of services for the City including recreation programs, city-wide special events (Holiday Parade, Spring Egg Hunt and Summer Concerts), park, beach and recreational trail maintenance, streetscape maintenance, animal control services, and oversight of the administration of the Encinitas Ranch Golf Authority.
The Encinitas Fire Department provides a wide array of public safety services. These services include fire protection, emergency response, medical aid, fire prevention, disaster preparedness, search and rescue, lifeguard services and community education programs.
The Public Works Department consistently provides high quality maintenance of the City’s public works infrastructure in a fiscally and environmentally responsible manner, while providing exceptional customer service and preserving and enhancing the community’s quality of life and public safety.
San Dieguito Water District
The San Dieguito Water District provides potable (drinking) and recycled water to over 38,000 citizens in the communities of Leucadia, Old Encinitas, Cardiff, and portions of New Encinitas. The remainder of the City is served by the Olivenhain Municipal Water District. The San Dieguito Water District is a subsidiary district of the City of Encinitas. The City Council also serves as the Board of Directors of the District.
