The City of Encinitas is currently accepting Photovoltaic Only and Photovoltaic with Battery Storage permits with SolarAPP+. Main Panel Upgrades will be added at a later date. 

 SolarAPP+ Automated Solar Plan Review

  • SolarAPP+ is designed to provide a code-compliance check for the majority of residential, roof-mounted, retrofit photovoltaic systems.

  • Once your Solar PV Plan is approved by SolarAPP+, you can apply for an instantly issued permit through the City of Encinitas Customer Self Service Portal.

  • To see which systems are eligible, please refer to the SolarAPP+ Eligibility Checklist 

    • Only projects that conform to this list are eligible to use the automated SolarAPP+ portal for instantly issued Solar permits in the City of Encinitas. 

    • Re-roof projects will require a separate permit.

  • Residences within the Coastal Bluff Overlay Zone are not eligible for using SolarAPP+, as these permits will require additional geo-technical assessment before issuance.

 

Get Started

  1. Eligibility to use SolarAPP+
  2. Submit for Automated Review Through SolarAPP+
    • Submit your design to gosolarapp.org.
    • Click Sign in or Register to get started.
    • Complete the SolarAPP+ application.
    • A $25 processing fee will be charged by SolarAPP+.
    • Download SolarAPP+ Approval Document.
  3. Apply for Permit
    • Log into or Register for the Customer Self Service Portal.
    • Search for and select the SolarAPP+ Pre-Approval Permit application.
    • Upload your approved set of documents and enter your SolarAPP+ approval number to proceed.
    • Complete the permit application process.
    • Print your issued permit once the application is complete.
  4. Schedule Your Inspection
    • To schedule an inspection, please call the Inspection line at (760) 633-2739. 
    • Inspections may be scheduled for the next business day if the inspection request is received by 3:00 p.m. on the business day prior. 
  5. Revisions
    • Submit for a revision through SolarAPP+
    • You will be provided with a revised SolarAPP+ Approval Document.
    • Navigate to the Customer Self Service Portal.
    • Log in to the account associated with your SolarAPP+ permit.
    • Navigate to Dashboard and click Active Permits.
    • Find the SolarAPP+ Permit Application you’d like to revise.
    • Under the Attachments Tab you can add a Revision file.
    • Schedule another inspection through Customer Self Service.
