Filing a Complaint
The Code Enforcement Division is responsible for the investigation of many types of property-related complaints, as reflected below. To file a complaint, complete a Citizen’s Complaint Form. Please be sure to provide complete contact information, should staff need to contact you regarding your complaint.
Code Enforcement responds to issues involving the following:
- Barking dogs
- Construction without permits
- Fence height regulations
- Graffiti removal
- Illegal dwelling units
- Inoperable vehicles on private property
- Junk, trash, and debris in public view
- Noise violations
- Parking Citation Appeals
- Signs and banners without permits
- Signs in the public right-of-way
- Trash cans left out
- Unpermitted home occupations in residential zones
- Use of gas-powered leaf blowers
- Business without permits/licenses
Code Enforcement does NOT respond to issues involving:
- Air pollution: Contact the San Diego County Air Pollution Control District for assistance.
- Civil complaints (neighbor-to-neighbor issues) such as property lines, tree trimming and blocked views. However, the City has established a confidential Mediation Program to assist residents with these type of issues.
- Dogs off leash: Contact the San Diego Humane Society for assistance.
- Mobile home park disputes: Contact the California Department of Housing and Community Development for assistance.
- Pests such as rats, mice, mosquitoes: Contact San Diego County Vector Control for assistance.
- Substandard housing and/or mold: Contact the San Diego County Department of Environmental Health for assistance.
- Tenant/landlord disputes: Contact the National Conflict Resolution Center for assistance.
