Climate Action Plan

The City’s Climate Action Plan(CAP) provides a roadmap for reducing greenhouse gas emissions through the implementation of various targets, goals, strategies, and measures. The CAP set an ambitious target to reduce emissions by 44% below 2012 levels by 2030. The CAP includes the following seven overarching strategies and associated goals:

CAP Update

On November 18, 2020, City Council unanimously approved an updated Climate Action Plan (CAP) and the associated final Negative Declaration per California Environmental Quality Act (CEQA) regulations. Adoption of this CAP update was the culmination of a year-long process that included reevaluation of the City’s 2030 greenhouse gas (GHG) emissions projection to include anticipated increased housing units, establishment of more ambitious emissions reduction targets, and the development of more effective emissions reduction CAP measures and complimentary supporting measures.

In accordance with the 2018 CAP and CEQA regulations, the City began it's five year update of the CAP in late 2023. The CAP update will be a year-long process with a final CAP expected in late 2024. For more information, visit the Climate Action Plan Update webpage.

Climate Adaptation

As a coastal community, it is of particular importance to understand the potential impacts of climate change. Sea level rise, in combination with stronger storms, could cause significant coastal erosion and damage to our beaches, bluffs and coastal infrastructure.

The City's Coastal Zone Management Program focuses on the protection and enhancement of the City’s coastline and how the City will adapt to address the effects of climate change.

CAP Annual Report

In July 2024, the City published its sixth comprehensive Climate Action Plan (CAP) Annual Monitoring Report. The 2023 CAP Annual Report summarizes the progress the City has made toward meeting its greenhouse gas (GHG) reduction targets set in the 2020 CAP and evaluates progress made on implementing the measures established in the CAP.
