On September 18, 2019, Encinitas City Council voted unanimously to form a Community Choice Energy (CCE) program by ordinance. Encinitas joined the regional CCE JPA, called San Diego Community Power (SDCP), along with the cities of San Diego, Chula Vista, Imperial Beach, and La Mesa. A core goal of the new agency is to deliver green, renewable, carbon-free electricity to its customers. SDCP is aiming to deliver 100% renewable energy to its customers by 2035 or sooner.

The governing board of SDCP consists of two City Council representatives from each partner jurisdiction, one primary and one alternate. The Board, in coordination with partner staff, energy consultants, and the selected lender, will spend 2020 setting up the agency in preparation to purchase and deliver electricity to residential and commercial customers in 2021. One of the first actions of the Board included completing and adopting an Implementation Plan that was submitted to the California Public Utilities Commission in December 2019. Once start-up activities are complete, SDCP will assume the responsibility of purchasing electricity for customers in the partner communities. Customers will have the option to receive their electricity from San Diego Community Power or may choose to remain with San Diego Gas & Electric. More information about the history of the City's CCE efforts can be found on the CCE subcommittee webpage.
