North Highway 101 Projects

PROJECT STATUS

Segment C and North 101 Drainage Improvements, between Jupiter Street and La Costa Avenue, began construction in March 2024 with anticipated completion expected in summer 2026.

Tree removals have occurred and work along the medians is underway. Excavation and installation of new 60-inch storm drainpipe began at Jupiter Street and will continue northward to Moorgate Road. The next line of work will be replacement of the water line on the west side of N. Coast Hwy 101. Installation of surface storm drains will be occurring throughout the project length.

Expect traffic control with intermittent lane shift, along with construction related activities and impacts including noise, dust, lighting, and large construction vehicles. Access to driveways and businesses will be maintained. Please support our local Leucadia businesses during construction.

On June 12, 2024 City Council approved additional funding to complete the 60-inch drainage work for the project between Jupiter St. and La Costa Ave. The additional funding and project scope will extend the construction timeline, with a new completion target date of summer 2026.

About the Project

The Leucadia Streetscape Project originated as a vision to preserve and revitalize the North Coast Hwy 101 Corridor in 2008. In Fall of 2020, the first of a series of construction contracts was awarded to implement the vision that began over a decade ago.

On September 13, 2023, City Council awarded a Construction Contract and CM&I Contracts and accepted Housing and Urban Development (HUD) Grandt Funding for Segment C West (CS23D) and North 101 Drainage Improvements project (CD23A)

On June 29, 2023 City staff re-advertised the re-bid for the Leucadia Streetscape Segment C

West and North Highway 101 Drainage Improvements project.

On March 22, 2023, City Council rejected all bids from the January 10, 2023, bid opening for the Leucadia Streetscape Segment C West Improvement project (CS23D) and authorized staff to readvertise and re-bid the Leucadia Streetscape Segment C West Improvement project.

On January 6, 2023, the Congressional Grants Division of the U.S. Department of Housing and Urban Development (HUD) notified the City that they will receive a $4 million grant for Economic Development Initiative / Community Project Funding (EDI/CPF) to fund a portion of the N. 101 Drainage.

On November 18, 2022, City staff re-advertised the Leucadia Streetscape Segment C West and Drainage Improvements project.

On November 16, 2022, City Council rejected all bids from the October 19, 2022 bid opening for the Leucadia Streetscape Segment C West Improvements Project (CS23D) and authorized staff to re-advertise and rebid the Leucadia Streetscape Segment C West Improvement project.

On August 26, 2022, City staff advertised the bid for the Leucadia Streetscape Segment C west and Drainage Improvements project.

On August 24, 2022, City Council approved the plans and specifications and authorized
advertisements of bids for Streetscape Segment C West Improvements project.

On June 15, 2022, City Council authorized Loan Terms for the California Infrastructure and Economic Development Bank (IBank)’s loan of $20 million to fund construction of the Leucadia Streetscape Segment C project.

On May 25, 2022, City Council awarded a construction contract for the Leucadia Streetscape Safety and Mobility Improvements Project (Segment B-C Mobility Striping) to implement the Leucadia Streetscape road diet and stripe a separated bike lane on North Coast Highway 101 between Basil Street and La Costa Avenue. The project included modifications to the medians surrounding Leucadia Boulevard.

On March 23, 2022, City Council authorized the deferral of the Bishops Gate Road Roundabout and approved funding for redesign costs for Segment C.

On October 27, 2021, City Council authorized the submission of an application to the California Infrastructure and Economic Development Bank (IBank) for financing a Capital Improvement Project, authorized the incurring of an obligation payable to IBank for the financing of a Capital Improvement Project

On October 21, 2020, City Council awarded a construction contract for Leucadia Streetscape Phase 1 from Marcheta Street to Basil Street.

On June 23, 2021, City Council awarded a construction contract for the North Coast Highway 101 Streetscape HSIP Pedestrian Crossing Signals project at Diana Street (SC17E) and North Court (CS20H)

At a special meeting on June 23, 2021 , City Council authorized design of a project to implement the ultimate Leucadia Streetscape striping on Coast Highway 101 between Basil Street and La Costa Avenue. City Council also authorized design of Segment C West of Leucadia Streetscape, a west-side focus project between Jupiter Street and La Costa Avenue.

March 21, 2018 - Item 10 A. City Council approved Leucadia Streetscape’s Environmental Impact Report, Local Coastal Program Amendment, Design Review and Coastal Development Permit Public Hearing to consider General Plan, North 101 Corridor Specific Plan and Local Coastal Program Amendments, Design Review Permit and Coastal Development Permit, EIR, Findings of Facts, Statement of Overriding Considerations and Mitigation Monitoring and Reporting Program for streetscape improvements to North Coast highway 101 including lane diets, roundabouts, parking, bike lanes, sidewalks, crosswalks, street furniture, landscaping, traffic speed reduction and drainage improvements.

On October 10, 2007, City Council authorized public outreach and creation of a design concept for Leucadia Streetscape to provide enhanced frontage as well as pedestrian, bicycle, drainage, and vehicular improvements along approximately 2.5 miles of the North Coast Highway 101 corridor in Leucadia.
