Planning your Party or Event in Encinitas
The City of Encinitas Parks and Recreation Department is proud to provide recreational, educational and civic services, which optimize the public use of our local parks, beaches, trails and recreation facilities. It is the goal of our City Council that we promote active lifestyles and community health by furthering access to these City resources, ensuring that diverse recreational opportunities and programs are offered year round for our Encinitas residents.
The City of Encinitas Parks and Recreation Department administers the permitting of all events and rentals using parks, beaches, trails and public places, as well as the Encinitas Community Center. Please find information and resources below.

Special Events
A Special Event Permit is required for groups of 25 or more when utilizing City parks, beaches, and trails and when an organizer plans an event which is held wholly or partially upon public property (park or beach facility) or a street, and when the event represents a significant impact to the normal use of the property, causing variations and disruptions to the normal flow of traffic, public access, etc.
The Special Event Permit applications are now accepted through Customer Self Service (CSS).
Please go to the Applications & Information page, under Parks, Recreation & Cultural Arts, review the Special Event Information Guide for required submittal details and required attachments. Submittals via email and hard copy are no longer accepted.
Celebrations and Special Ceremonies in Outdoor Facilities
Outdoor Facility Use Application
Encinitas has outstanding outdoor facilities for holding parties, celebrations and special ceremonies. Permits are issued by the Parks, Recreation and Cultural Arts Department for a limited number of hours during facility operating hours. Attendance capacity varies depending on the site requested. The Encinitas Community Center, located at 1140 Oakcrest Park Drive is host to hundreds of meetings, parties and events annually. The facility is approximately 39,000 square feet and includes a beautiful 5,000 square foot banquet hall, kitchen, Steinway D concert grand piano, an 8,000 square foot gymnasium/auditorium, an arts & crafts room, activity and meeting rooms, conference rooms, a dance room, and a multipurpose activity room, all available for rental use at competitive rates for Encinitas residents and non-residents alike.
The Community Room and Literacy Lab at the Encinitas Library, located at 540 Cornish Drive has rental availability for cultural, academic, fine arts, and special events up to 90-days in advance. The Community Room seats up to 170 people, contains a Steinway B concert grand piano, 21' stage, catering kitchen and a balcony with an ocean view. The Literacy Lab is perfect for meetings, trainings, and small presentations.

Commercial Use of Public Places
A special permit is required for any person or organization using public recreational facilities for commercial or professional instruction (yoga classes, boot camps, day camps, fitness classes or similar activities). Applications are reviewed on a case-by-case basis.
A special permit is also required to conduct surf instruction on city beaches from during the high impact summer months (May - September). Permit applications are typically made available and accepted in November/December of each year. A limited number of permits are issued for the summer months.

Since incorporation, the City has worked with a variety of qualified community youth sports organizations to meet their athletic field use needs. The Parks, Recreation & Cultural Arts Department assists these organizations in meeting their needs through a collaboratively managed Athletic Field Use and Allocation Policy. This Athletic Field Use and Allocation Policy outlines the requirements associated with applying for and allocation of athletic fields in the City of Encinitas.
