The Public Works Administration Division provides management direction and administrative support to the Field Operations Division, the Cardiff Sanitary Division, the Encinitas Sanitary Division, as well as direct supervision of Fleet Maintenance and Facility/Site Maintenance. Administrative support services include budgeting, purchasing, special studies and programs, administering contract and grants, work projects, capital improvement projects and other related tasks. This Division also manages the City’s solid waste, recycling and household hazardous waste programs and contracts.

Fleet Maintenance is responsible for all City/District vehicle and equipment purchasing and maintenance. The Division notifies the various City/District departments when their vehicles/equipment are due for service and then the Division staff either perform the services or arranges to have it done by an outside vendor. The City currently maintains approximately 154 vehicles that range in types from hybrid passenger vehicles to fire apparatus.

Facility and Site Maintenance is responsible for ongoing maintenance of the Civic Center, six fire stations, two permanent lifeguard towers, the City Library and the Public Works Facility. City staff, supplemented by various contract services, provide building maintenance. Janitorial services are provided via contract.
