The Parks, Recreation and Cultural Arts Department accepts new proposals from potential Contract Instructors for Arts and Recreation classes and camps on an ongoing basis. 

WHO ARE CONTRACT INSTRUCTORS?

Contract Instructors are independent contractors for the City of Encinitas and not considered employees of the City.

Contract Instructors will:

  • Be responsible for designing and executing their own program content.
  • Offer a specialized activity or service of community interest.
  • Have expertise and experience in the program being provided.

HOW ARE CONTRACT INSTRUCTORS PAID?

A portion of the fees collected from program participant registration fees is paid to the Contract Instructor and a portion is retained by the City to cover things like facility usage, registration software, administration staff, credit card fees, and promotion of the class in the Encinitas Activity Guide, which is distributed three times per year. The City's standard payment split for contract classes is 60% of the program registration fees collected paid to the Contract Instructor with 40% retained by the City. Adults 50+ programs have a set price of $7 per class and the split is 70%/30%. In some cases, a flat rate per program may be considered in lieu of the percentage model for Contract Instructor compensation. The contract instructor assumes all tax liability on the revenue received from instructed classes and is expected to report all earnings for tax purposes.

HOW DO I BECOME A CONTRACT INSTRUCTOR?

New Contract Instructors must complete an application to propose a new Arts or Recreation program. Applications are reviewed on an ongoing basis and evaluated based on instructor experience and references, program quality, marketing plan, facility availability, and community need/interest for the program. If the application/proposal is selected for consideration, an interview will be scheduled. If the program is accepted, the instructor will be contracted.

IF YOUR APPLICATION IS ACCEPTED, YOU WILL NEED TO:

    • Secure a Encinitas Business Registration
    • Provide a Certificate of Insurance containing a General Liability policy with insurable coverage of $1,000,000 per occurrence. The City of Encinitas shall be listed as additionally insured by endorsement. Insurance is available through the City of Encinitas.* (Click here to see an example.)
    • Complete Live Scan Fingerprinting 
    • Submit a W9 form
    • Sign an Instructor Contract

    PLEASE REVIEW THESE TIPS BEFORE SUBMITTING AN APPLICATION:

    • Review the current Encinitas Activity Guide and/or current class offerings to see if your proposed class is already being offered.
    • Familiarize yourself with programs offered by other organizations in the community.
    • If a similar program is being offered, how is yours different? Can it be modified to meet a need that is currently not being met?

    APPLICATION REVIEW AND ACCEPTANCE TIMELINE

    Applications will be reviewed within 30 days from submission. Due to facility scheduling, print deadlines, and internal vetting and contract processes, applications must be submitted approximately four months in advance of registration. Please review the timelines below.

    *Prices for insurance offered through the City of Encinitas are approximately $60-$110 per calendar year as of January 2023 and vary based on type of program offered and number of participants each year. Rates are subject to change each year.
