Information About Building Permits and Inspections

The Building Division's mission is to protect the lives and property of the residents of the City of Encinitas, and their guests, through the professional enforcement of codes and standards. The City of Encinitas Building Division reviews plans and performs jobsite inspections to verify compliance with the California Building Code and ensure the safe progression and completion of permitted construction. The Building Division is provided by a third-party, InterWest.

FAQ's:

  • Can I submit my permits in person?
    • No, all permits are applied for through the CSS portal.
  • Am I charged for utilizing a credit card with a payment?
    • Online: Visit our Online Payment Portal to make a one-time payment or to establish automatic recurring payments with a checking account or credit card. Credit card transactions will be subject to a minimum $2.50 and up to 3.95% transaction fee, effective July 1, 2024.
    • By phone: Pay using a credit card (Visa, Mastercard, American Express, or Discover; subject to 3.95% transaction fees effective July 1, 2024) or free e-check by calling 877-763-9829.
    • In-person: All forms of payment are accepted at our office at 505 S. Vulcan Avenue during our business hours.
  • Where can I find the fee schedule?
    • Contact each individual department/division for a copy of the fee schedule and let them know the scope of work.
  • What time is my inspection?
    • You can check for the timeframe on the CSS portal on Today's Inspections tab for the general timeframe. As inspections are completed, they will be removed from the schedule in real time.
  • How do I contact my reviewer?
  • How do I obtain the original house plans or most recent plans for my house?
  • How do I obtain all permits for my house or business?
  • Does my contractor require an active Business License?
    • Yes, any person performing work within the city requires an active Business License.
  • How do I apply for a permit?
  • How will I know if a Certificate of Occupancy or Completion has been issued?
    • Once the Building Inspector has issued the Certificate of Occupancy or Completion an automated email will be sent to all contacts on the record with the Certificate of Occupancy/Completion.
  • How can I check to see if a Building Permit has been submitted on a property?
    • Through the CSS Map or CSS Search, you can utilize the map, address, or APN and it will display all records onsite.
  • What is the Green Incentive Program?
    • The Green Incentive Program allows for projects registered and implementing additional green measures with LEED and Build-IT-Green to receive expedited processing by moving the plan checks ahead of other projects. If you have questions, you can reach out to climateaction@encinitasca.gov.
  • How do I check setbacks for my property?
    • The E-Zoning applications online can be utilized to find the zoning on a property with a site address or an assessor's parcel number (APN). The Zoning Summary Residential or Zoning Summary Commercial table provides setbacks as well as other general development standards. Some residential properties are located within a Planned Residential Development, in a Specific Plan, or on bluff top lots, which may contain different setback standards. Please contact planning@encinitasca.gov if you have specific questions on setbacks. The Building Division or Fire Division may have more restrictive setbacks, so it is recommended to consult with them.
  • Where are setbacks measured from adjacent to a private or public street?
    • The Applicant's Guide to Setbacks provides guidance for measuring setbacks. All front, street side, and rear yard setbacks adjacent to public and private rights-of-way shall be measured from the ultimate width of the right-of-way regardless if a dedication of right-of-way is required or from the edge of any recorded access easement. An accessory dwelling unit (ADU) is an attached or detached residential dwelling unit, on the same lot as an existing single-family dwelling unit which is zoned for single-family or multifamily use and, provides complete independent living facilities for one or more persons.
