Residential Parking Permit Zones

There are four designated residential parking permit areas in the City of Encinitas:

• Zone A: West side of Devonshire from Melba to Santa Fe
• Zone B: Sea View Court, Pacific View Lane
• Zone C: Seacrest Way
• Zone D: Via Molena (from 200’ east of Via Tavira to Via Cantebria), Via Tavira, Via Sarasan, Via Palacio and Via Villena

Residential permits are available for any resident vehicle(s).

Three guest permits (hanging placards) are permitted per dwelling unit.

ZONE D ONLY: Please note that in accordance with City Council's most recent amendment, all Zone D guest permits are valid for 30 days only. Each dwelling unit within Zone D is eligible to receive three guest parking permits at any given point and each permit will expire 30 days after issuance.

Obtain a Permit

The process to obtain a residential parking permit begins with creating an account on the City’s Customer Self Service portal.  Registration will be approved within one business day and you will receive a confirmation email.

Once registration has been approved and you are logged in, please navigate to the list of applications via the “Apply" button in the menu bar and search for “Residential Parking Permits”. Complete the online application which includes uploading the required documents listed below.

Once applications are submitted, your documents will be reviewed by staff for completion. Documentation will be verified, and you will be invoiced the permit fee. Once application is approved and payment has been processed, please allow up to seven business days for delivery of your physical permit(s) via U.S. mail.

Required Documentation

Address Verification Documents:

• Valid government issued identification; and

• Proof of residency matching identification within zone boundaries. Proof of residency may include a valid California ID with qualifying address or any utility bill or rental agreement from a qualifying address.

Vehicle Verification Documents:

• Residential permits are available for any resident vehicle(s). DMV registration or vehicle insurance documentation is required to purchase residential permits. Name on registration must match that submitted for identification. Make, model, year, and license plate number must also be provided in your online application.

• Three guest permits (hanging placards) are permitted per dwelling unit. No additional documents are required for guest permits.

 Fees

Cost for each permit (residential or guest) is $5.00
