Coastal Mobility and Livability Study
Project/Study Overview
The Coastal Mobility and Livability Study (CMLS) links together three separate mobility studies to provide a long-term vision for potential projects within and adjacent to the rail corridor:
Rail Corridor Vision Study (RCVS)
Provide a long-term, comprehensive vision for the rail corridor based on input from both multijurisdictional agencies and members of the public to address connectivity and quality of life needs along the rail corridor in consideration of numerous ongoing projects in this area. Early action projects may be identified, such as a quiet zone.
Coastal Business Districts Parking Study
Collect parking-related data to identify and make recommendations for policies addressing parking and mobility needs in the coastal business districts for potential future implementation.
Active Transportation Plan (ATP)
Identify focused amendments to the City’s existing plans for pedestrian and bicycle travel and prioritize those, which will include areas citywide.
The City prepared a CMLS brochure handout to help explain the three mobility studies, how they have been coordinated into the CMLS, and how they will relate to a future effort to update the City's Circulation Element portion of the General Plan. A graphic project schedule was created to show how the three mobility studies will work together and engage and inform residents, businesses, and community members about the work program. A Public Participation Plan was created to obtain and utilize public input.

The project was initiated in January 2016 with a projected completion anticipated in 2018. Afterward, work necessary to incorporate the planning and implementation projects resulting from these studies will need to be prioritized and funded prior to commencing.
As part of the public engagement and outreach effort, a Working Group was formed by City Council to broaden engagement opportunities and help develop the overall Coastal Mobility and Livability Study. This page will be used to track the progress of the Working Group over the next several months.
Mission Statement
The Coastal Mobility and Livability Working Group (CMLWG) is an open stakeholder forum to provide organized and publicly-based input to assist the City Council on issues affecting the Rail Corridor Vision Study, and the Active Transportation Plan and Coastal Business Districts Parking Study, which are related mobility studies, referred to as the Coastal Mobility and Livability Study. The CMLWG also assists in guiding the Montgomery pedestrian railroad crossing study in Cardiff. The added role of the CMLWG members is also to serve as a conduit of information and help raise public awareness to keep community members and stakeholder groups fully engaged in the public review process.
The CMLWG was created for the purpose of assisting the City of Encinitas with the preparation of a unified vision for the rail corridor to address connectivity and quality of life needs while addressing the safety and character of the corridor; which involves:
- Guiding the public engagement process;
- Reviewing of needs and constraints assessments;
- Providing feedback on key issues and opportunities;
- Developing solutions studies and alternatives; and
- Having the principal duty of acting as an advisory body to the City Council regarding recommended actions associated with the Final Concept Alternative.
Roles and Responsibilities
The Coastal Mobility and Livability Working Group (CMLWG) will be primarily responsible for:
- Working collaboratively with the project team;
- Serving as two-way conduits of information about the project (for example, communicating information about the project out to organizations and the broader public; and relaying community comments, ideas, and concerns about the project back to the CMLWG, etc.)
- Actively seeking out the perspectives of organizations and individuals with relevant knowledge, expertise or experience;
- Identifying areas of consensus and disagreement among constituency groups;
- Assisting with publicizing community involvement opportunities and attending community workshops;
- Providing strategic guidance on ways for the project team to obtain broad community input and to resolve matters of community concern during the study; and
- Providing feedback on key issues and opportunities, commenting on draft concepts, and participating in the presentation of the Final Report to the City Council.

April 26, 2017 - City Council Meeting. Council authorization of additional funding for CMLS and Contract Amendment #2 for WSP to prepare a Quiet Zone Feasibility Study. Additional funding had been requested to augment the costs and the scope of work for the completion of the RCVS; however, staff pulled the request based on Council concerns.
April 25, 2017 - CMLWG meeting No. 5 - Presentation re: San Clemente Quiet Zone; presentation regarding Verdi Crossing Concepts and provide initial feedback and design considerations, and provide input on the Public Outreach Guiding Themes.
February 15, 2017 - City Council Meeting – City Council authorization of additional funding for CMLS and Contract Amendment #1 for WSP to prepare a Grade Separation Study for a pedestrian rail-crossing (undercrossing and at-grade) at or near Verdi Avenue.
January 25, 2017 - City Council Meeting. Presentation and discussion on the progress of the Coastal Mobility & Livability Study (CMLS) and public outreach effort. Additionally, CMLWG recommendations were provided to Council and Council provided direction to staff on how to proceed.
January 10, 2017 - CMLWG meeting No. 4 - CMLWG received a presentation on the results of the Wayside Horn Demonstration Acoustic Monitoring Study and an overview of draft recommendations related to the potential of a Quiet Zone and the crossings at El Portal and Montgomery/Verdi. In response to the content presented at the meeting, the CMLWG provided a number of recommendations to the City Council.
November 2016 - Online surveys for the Rail Corridor Vision Survey and Active Transportation Plan were conducted.
October 2016 - Parking Surveys mailed.
October 2016 - Community Pop-up workshops were conducted throughout the City. The group gathered valuable community input on improvements to make it safer and easier for pedestrians, bicyclists, transit riders and others to get around the City of Encinitas.
October 2016 - Community workshops (English flyer, Spanish flyer) for the Rail Corridor Vision Study, Active Transportation Plan, and Parking Study were conducted on October 5th, 6th, 8th, 15th, and 17th, 2016. September 29, 2016 - CMLWG meeting No. 3 to identify issues and opportunities and to provide input for the upcoming workshop format and the parking study questionnaire.
September 22, 2016 - Wayside Horn Test Demonstration. A related feasibility study is underway, called Montgomery At-Grade rail crossing project, located in the Cardiff area, near the Cardiff Elementary School. This crossing would provide a legal and safe crossing for pedestrians and bicyclists. Because there is considerable interest in reducing train noise along the corridor, a noise test demonstration was conducted on September 22nd to give the public an opportunity to experience a Wayside Horn, as well as the different audible warning alternatives. Other crossing locations and options may be considered during the study process, which is intended to culminate in a comprehensive mobility and livability vision for the corridor.
September 7, 2016 - CMLWG meeting No. 2 to discuss the Wayside Horn Test Demonstration, parking survey approach, and introduction to Coastal Rail Trail.
July 28, 2016 - Coastal Mobility and Livability Working Group (CMLWG) meeting No. 1. The group conducted its first meeting and reviewed the group's charge, roles, and responsibilities. Public outreach was discussed and the group provided some feedback on how to make outreach stronger and more effective. The group also received an introduction to the wayside horn demonstration project.
July 13, 2016 - City Council approves of the overall CMLS approach to multi-project coordination and endorses a Public Participation Plan and schedule. Council establishes a working group at this meeting to work on the CMLS.
May 18, 2016 - Award of contract and to enter into an agreement with WSP (formerly known as Parsons Brinckerhoff) for the RCVS.
March 30, 2016 - Council decision to discontinue the Coastal Rail Trail on the east side of the tracks and move forward with a western alignment on Coast Hwy 101. Council also directed staff to continue design efforts of Montgomery Avenue crossing.

Why is the City conducting the CMLS
A comprehensive plan is needed to determine the location of the various improvements proposed for the rail corridor including: Coastal Rail Trail, Leucadia Streetscape, Drainage Improvements, Pedestrian Rail Crossings, crossing improvements and a quiet zone. More efficient ways to meet parking demand and mobility needs are necessary, particularly as the coastal business districts draw more users. More investment is needed to improve pedestrian and bicycle travel in Encinitas. The City has entered into contracts with three different firms to perform the studies. City staff worked with each to coordinate the overall effort.
